If the boot fits snuggly to a freshly trimmed hoof - once applied, you can't twist the boot on the foot with your hands - then the size is correct. Any boot with a gaiter or wraps around the pastern/fetlock is going to be subject to having these types of fit issues because even tho the hoof itself may be the same size, pasterns come in various diameters and lengths and the boot can only accommodate a limited range of sizes. The shape of the hoof itself plays into the ability of the boot to fit well - most of the boots out there are designed to fit hooves that are optimally shaped, even the therapy boots. The therapy-type boots don't always fit as tightly as a working boot does and it can be problematic getting them to stay put when the horse does anything more than stand around.
